Who Do I Call If My Basement Is Flooding in Toronto?
Safety and hydro first if water is near power. Then 311 for city sewer issues, a plumber to stop a private leak, Guardian to extract and dry what already entered the house, and your insurer the same hour. We handle mitigation — not hydro disconnects or municipal sewer investigation.
When a Toronto or Vaughan basement starts filling, people often dial one number and wait. The better approach is a short call order: get people safe, stop the source, then pull the water out of the building before mould and finish damage take over.
Call in this order
- Safety first. Leave if water is near the electrical panel, outlets, or you smell gas. Call 911 for immediate danger. In Toronto, Toronto Hydro can isolate power — do not wade to the panel.
- City infrastructure. Floor drains or toilets backing up in a storm? Call 311 in Toronto (or your local municipal water line, such as Service Vaughan). City staff check the public side. They will not dry finished rooms.
- Stop a private source. Burst supply line, failed washer hose, overflowing tub — that is a plumber or building staff.
- Extract and dry. Once water is in carpet, drywall, or contents, call Guardian Emergency Response at 647-278-2494. Plumbing stops the leak; restoration removes water that already entered the structure.
- Insurer the same hour. Open a claim number. Photograph rooms before you move what you can safely move.
Who handles what
| Situation | Who to call | What they do |
|---|---|---|
| Water near panel or outlets | Hydro / electrician / 911 | Isolate power. Do not DIY in standing water. |
| Sewage rising through floor drains in a storm | 311 (Toronto) or municipal water | Investigate the public sewer — not a drying visit. |
| Pipe, toilet, or appliance still discharging | Plumber or superintendent | Stop the source. |
| Finished basement already wet | Guardian Emergency Response | Extract, dry, map moisture, flag what must come out. |
| You plan to claim | Your insurer or broker | Claim number, coverage decision, adjuster. |
A waterproofing contractor for membranes later is not the same as emergency extraction tonight.
What to do while you wait
- Skip toilets and sinks if you suspect sewer backup — more volume can push upstairs into the basement.
- Move only what you can carry safely from the wet zone, and only if power is isolated and footing is dry enough.
- Photograph every room, including baseboards and the path water travelled.
- Do not run a household shop-vac on sewage. That is Category 3 (contaminated) water.
- Do not wait overnight “for the adjuster” while water sits in slab or carpet. Photos first, then extract.
What Guardian does on arrival
We confirm the source is stopped or isolated, extract standing water, set air movers and dehumidifiers, isolate wet rooms, and record moisture readings with photos. We note what can dry in place versus what must be removed. That file is what the adjuster reads.

Common questions
Who do I call if my basement is flooding in Toronto?
If water is near electrical panels or outlets, leave and call Toronto Hydro or 911. Report city-side sewer flooding to 311. Call a plumber if a private fixture is still discharging. Then call Guardian Emergency Response to extract and dry, and open your insurance claim the same hour.
Do I call 311, a plumber, or a restoration company?
311 (or your municipality) for public sewer or water-main issues. A plumber when a private pipe, toilet, or appliance is still the source. Restoration once water is already in carpet, drywall, or finished space — city crews and plumbers do not dry your basement.
Should I shut the power in a flooded basement?
Do not stand in water and flip breakers. If water is near the panel or outlets, leave and have Toronto Hydro or a licensed electrician isolate power. Only cut power yourself if you can reach a dry panel with dry footing.
